Panama City Beach Northwest Florida Beaches International (ECP) On schedule for May 23, 2010 opening

PANAMA CIY BEACH — Overall construction of the new Northwest Florida Beaches International Airport is now 93 percent complete as workers rush to meet a May 23 grand opening date, officials said last week.  “Everything is on schedule and looking good,” said Jeff Dealy of KBR, program manager for the $318 million airport relocation project. “It’s all coming together in April.”

Dealy said officials from the Transportation Security Administration (TSA) will be at the construction site the first week of April to begin extensive testing of a new $4 million state-of-the-art baggage-handling system.

The Federal Aviation Administration (FAA) has scheduled a final pre-inspection of the 10,000-foot runway for mid-April and a concluding inspection for mid-May, he said.  FAA officials already conducted a successful flight inspection of the runway earlier this month.

In addition, all of the outlying structures of the $63 million seven-building terminal complex — minus the terminal building, which is about 92 percent complete — is expected to be turned over to the Airport Authority by mid-April, Dealy said.

The TSA is expected to spend three to four weeks running a series of tests on the 16,000-square-foot automated baggage system, where hundreds of bags can be ferried through a sequence of conveyor belts and X-rayed for security problems, such as explosives.  If an individual bag is targeted as a potential threat, it is rerouted automatically to another checkpoint for further evaluation, Dealy said.

“There are a lot of conveyor belts, a lot of gates and a sophisticated computer tracking system,” Dealy said. He said the system allows large numbers of passengers to move through the airport more quickly than the system now in place at the current Panama City-Bay County International Airport.  During the TSA testing, upward of 200 bags will be moved through the system, some with fake explosives, to check for bugs, Dealy said.

Technicians from Southwest Airlines, Delta Air Lines and rental car companies are expected to soon begin installing equipment into their individual spaces, with computer systems in two weeks and furniture in four weeks, Dealy said.  In addition, Southwest is expected to begin training as many as 34 new workers by the first week of May, he said.

“Right now, I don’t see any show-stoppers” to meeting the May 23 opening date, Dealy told Airport Authority board members.

He said the $4 million state-of-the-art 16,000-square-foot baggage handling system was on track for the Transportation Security Administration to begin testing in early April. In addition, several of the outlying structures of the $63 million seven-building terminal complex should be completed by the end of March, Dealy said.

Panama City Beach – TDC trip to NYC bearing fruit for beach – PCB one of top 5!

PANAMA CITY BEACH — The Bay County Tourist Development Council’s relationship with its new public relations firm, New York-based Lou Hammond & Associates, is apparently beginning to bear fruit, TDC officials said Friday.

A recent story on USAToday.com touts Panama City Beach as one of the top five affordable vacation designations for spring 2010.  The piece, written by SmarterTravel.com writer Christine Sarkis, also talks about the opening of the new Northwest Florida Beaches International Airport and the arrival of Southwest Airlines.

“Though it hasn’t moved an inch, Panama City Beach is about to seem a whole lot closer to most travelers,” Sarkis writes.  “This spring, the Florida panhandle beach city will welcome not just a brand-new airport but service from low-cost giant Southwest.”  The new airport is expected to begin operations May 23.

That story, as well as recent stories in other publications, can be directly attributed to the “media savvy” of Lou Hammond, said Dana Lent, TDC communications manager.  “Our relationship with Lou Hammond is fostering attention from many sources,” Lent said Friday. “We are starting to see a lot of buzz out there. We are excited with what we are seeing and are confident it will continue in the months to come.”

Other stories have recently appeared in the New York Post, the MSNBC Web site, the Orlando Sentinel, spamagazine.com and the Atlanta Journal-Constitution, Lent said.

A recent public relations trip to New York City by TDC Executive Director Dan Rowe, sponsored by Lou Hammond, has generated an expected large story by The Association Press, anticipated for later this month, with a working title: “Reinventing Panama City Beach.”

The New York trip was billed as an opportunity to lobby the New York media for positive stories about Panama City Beach.  During a luncheon, about 25 media representatives dined on seafood delicacies, such as scamp and crab meat, that were flown in to promote the region, and Rowe was able to answer questions.

“The more we dialogue with journalists, the more we become relevant,” Lent said.

 Under increasing pressure as the May 23 scheduled opening of the new airport near West Bay draws near, Airport Authority board Chairman Joe Tannehill is cracking the whip on construction supervisors.  An obviously frustrated Tannehill told Jeff Dealy, construction program manager for KBR, that the company must do a better job in providing board members with weekly updates on meeting critical deadlines.

“I had some concerns with some of the punch-list items that were turned in late,” Tannehill said Monday. “I want a regular submittal of those things that are critical.”  Although construction of the new $318 million Northwest Florida Beaches International Airport remains “on time and on budget,” Tannehill said, authority board members are entering a decisive period.

Not only must they meet a series of deadlines for the Federal Aviation Administration, Transportation Security Administration and the U.S. Corps of Engineers, but the Florida Department of Environmental Protection has issued a new consent order over stormwater runoff violations.

“I certainly don’t want to be late on anything we have to submit to any of these agencies,” Tannehill said.

Airport officials signed the new DEP consent order Friday detailing new environmental compliance instructions following the silt-laden and permit-busting runoff from heavy January rains.  Despite indicating early last week they would need more time to digest the corrective actions, which include over $58,000 in fines, officials signed the decree last week after “working diligently Wednesday, Thursday and Friday” to put a plan in place, Tannehill said.

“They did sign it (by the Friday deadline) and sent it to us by FedEx,” said DEP spokesman Shawn Hamilton. “They did not request an extension.”

As part of the new stipulations, separate from a July 2009 DEP consent order under which the airport is already operating, construction workers must immediately reduce the turbidity (silt) levels of water being held on site and employ a consultant who will supply DEP officials with daily updates.  The airport is also required within seven days to stabilize the area around the main access road from County 388 to the rental car facilities, as well as provide a report within two weeks detailing the potential damage to surrounding wetlands if another stormwater breach occurs.

The clock for the various corrective actions, whether seven days or two weeks, will begin when DEP officials sign the returned order, most probably today, Hamilton said Monday.  When asked if the DEP might delay the opening of the airport if the consent order was not adhered to in a timely manner, Hamilton said by e-mail that the DEP “cannot speculate on a hypothetical scenario.”

The new airport’s construction has been closely monitored by the DEP since last spring when heavy rains revealed problems with erosion control, resulting in fines of more than $410,000 levied on the Airport Authority, not including the most recent fine.

The DEP has also separately fined Phoenix Construction, the company responsible for site preparation, $1.7 million.

Tannehill said Monday that the airport recently missed by 10 days a self-imposed deadline for the FAA, and both Southwest Airlines and Delta Airlines are closely monitoring issues that concern them.

“I think for the most part KBR is doing a good job,” he said, but time is no longer a luxury and board members needed to be better informed.

“There is a lot of pressure,” Tannehill admitted. “A month ago we might have waited a week. We can’t put an eraser and pencil to these dates any longer.”

Panama City Beach – Large Marina Planned for old Panama City Airport Site

PANAMA CITY BEACH — Thanks to the News Herald for this update.  Developers are moving forward to place a large marina at the end of the runway of the Panama City-Bay County International Airport once air operations move to the new airport near West Bay.

This will be a nice addition to the Panama City Beach Area.  There are not many places to keep a boat when you are visiting Panama City Beach.  I had a potential guest ask about parking and assess for a 24ft center console boat the other day.  The marina would be about 15 miles from our Condos for rent in Panama City Beach, FL http://www.bestpanamacitybeachcondo.com  at Celadon Beach Resort.

Papers have been filed with the Florida Department of Environmental Protection for a project that will include a half-acre open water or wetlands excavation and an 8-acre “uplands” excavation to make way for a marina with 117 wet slips and 230 to 240 dry storage slips.

The total project area is about 16 acres, including a “15.0-acre upland cut marina basin, a 0.7-acre entrance channel connecting to eastern Goose Bayou, and a 0.3-acre flushing conveyance connecting to western Goose Bayou,” according to DEP documents.

The marina is part of the redevelopment plans for the old airport site being put in place by the St. Andrew Bay Land Company, said Bill Cunningham, point man for the mixed-use project, which includes homes and apartments, walking trails and retail businesses.

“Part of what makes this property valuable is its access to the water,” Cunningham said Friday.

A community open house was held last summer during which residents could view conceptual ideas for the 700-acre site that envisioned different types of residences as well as a possible marina and large, light-industry employer.  Cunningham said plans for the marina were filed with the DEP and the U.S. Corps of Engineers in late January. Papers filed with the DEP call for construction to begin in 2011 with a completion date of 2016.

“No permits get issued unless we meet their criteria,” he said, noting that “sea grass issues” may come into play. “The agencies will ensure that there are no adverse impacts to the environment,” he said.  Cunningham said a comprehensive plan for the entire 700-acre site was submitted to Panama City officials in December.  “We are just in the top of the first inning,” he said. “This is consistent with what we have always planned. Now we are just waiting for the process to move forward.”

St. Andrew Bay Land Company is a subsidiary of Leucadia Financial Corp., which purchased the land from the airport for $56.6 million in 2007. The money was a critical element in the $318 million financial package to build the new airport.  Ownership of the current airport site will be transferred to St. Andrew once air operations are relocated to the site of the new Northwest Florida Beaches International Airport near West Bay in late May.
